We state that the Armed Forces of the Republic of Armenia in blatant violation of the norms and principles of international law, the Geneva Conventions of 1949 and the Additional Protocols thereto, and the requirements of the humanitarian ceasefire regime achieved during the 44-day Patriotic War that started on September 27, 2020, to avenge heavy losses suffered on the battlefield targeted the civil infrastructure facilities in the cities and districts remote from the conflict zone and the frontline zone of Azerbaijan, in particular residential buildings, hospitals, medical centers, school buildings, kindergartens, administrative buildings of state institutions, agricultural fields. The Armenian Armed Forces committed crimes against the peace and humanity, as well as war crimes by firing from various types of weapons, ballistic missiles, as well as prohibited artillery weapons. Civilians who had nothing to do with the war were brutally killed. Large-scale damage was inflicted on the civilian population, state property, including infrastructure facilities, as well as business entities.
During the 44-day Patriotic War, as a part of an aggressive policy that has been pursued since 1988, several large cities, including ancient Ganja - the second largest city in Azerbaijan with a population of over half a million people, with numerous historical and cultural monuments, were attacked by the Armenian armed forces.
Thus, as a result of the bombardment of Ganja, located outside the war zone, on October 4, 5, 8, 11 and 17, 2020, 26 civilians, including 10 women and 6 minors, were killed; 175 civilians, including 57 women and 32 minors, were injured; large-scale and especially large-scale damage was caused to civil infrastructure facilities and vehicles.
Since the main goal of the Armenian Armed Forces in organizing these attacks was to kill as many people as possible, densely populated parts of the city have been targeted, especially at night.
With regard to rocket attacks on Ganja, 3 criminal cases have been launched by the Prosecutor General's Office of the Republic of Azerbaijan, an investigation is underway. All necessary measures are being taken to bring the perpetrators to justice under the laws of Azerbaijan.
The Prosecutor General's Office of the Republic of Azerbaijan calls on international organizations and the world community as a whole to take legal responsibility measures provided for by international law against Armenia and its military-political leadership, who have committed crimes against peace and humanity, as well as war crimes that resulted in the killing of the civilian population of Azerbaijan.
We strongly condemn the crimes against peace and humanity, and commemorate victims in deep sorrow!
