One of the important aspects of the legal policy of the state of Azerbaijan is ensuring the right

of a person and citizen to receive constitutional legal assistance. Everyone's right to receive high- quality legal assistance is, by its very nature, an important guarantee of the realization of the rights and freedoms of people and citizens, and taking into account the role of this right in the protection system, it is important to determine the legislative basis of its guarantees. In this sense, the article analyzes the concept of high-quality legal aid, its characteristics, normative content, constitutional foundations and organizational-legal mechanisms in close interaction with the international agreements adopted in this field, the development and current situation of the legislation regulating relations in the field of providing high-quality legal assistance in the Republic of Azerbaijan are discussed, certain problems arising during the implementation of the legislation, proposals, recommendations and others related to its improvement are put forward. It is of fundamental importance to change the legislation in the direction of providing every citizen with the opportunity to receive high-quality legal assistance on any legal issues, regardless of the place of residence or other circumstances.

The article also defines relevant international standards for providing high-quality legal assistance to citizens, as well as a number of problems that need to be solved. As a result, the international-legal and organizational-legal foundations of high-quality legal assistance require the expansion of activities on legal information and legal education of the population.

In addition, the article examines the relationship between the legal guarantees of the legal institution in the Republic of Azerbaijan, the effectiveness of the lawyer's human rights protection activities in the criminal process, the procedural opportunities provided for in the law and the established practice of its application, noting that the provision of high-quality legal assistance to individuals by lawyers is a priority area of their activity. Also, the importance of the legal profession in the process of protecting the interests of human rights and freedoms, organizations, society and the state, the basis and conditions of providing qualified, including free legal assistance by lawyers to individual categories of citizens, and the importance of the professional and business qualities of a lawyer in providing legal assistance are revealed.

In the end, a number of theoretical and practical proposals are put forward, showing the importance of advocacy in society and state life as the main guarantor of the right to receive high- quality legal assistance, the most important of which is the implementation of complex legal measures in the direction of the development and improvement of the institution of advocacy, it is the codification of separate legislations defining the legal status of human rights defenders in a single act.
