Following the restoration of independence, systemic reforms encompassing all spheres of public life in Azerbaijan, together with consistent measures promoting a modern approach to public administration, laid the foundation for the establishment of a legal system aligned with the highest international standards and for the systematic development of law enforcement bodies. Reforms of the judicial and legal system, as well as the process of qualitative renewal, also extended to the Prosecutor’s Office, whose activities were required to meet the demands of the transition period; accordingly, structural changes and personnel reforms were implemented. It can be stated with confidence that the establishment of the Prosecutor’s Office of the Republic of Azerbaijan as an institution serving the interests of citizens and statehood, upholding the rule of law, and protecting public order became possible solely due to the support of the architect of state policy and judicial and legal reforms, the National Leader of our people, Heydar Aliyev. It is no coincidence that a separate provision, Article 133, was devoted to the Prosecutor’s Office in the Constitution of the Republic of Azerbaijan, prepared on the initiative and under the leadership of Heydar Aliyev.
The words of the Great Leader, who, through his exceptional genius and unparalleled devotion, attained immortality — “The Prosecutor’s Office of the Republic and the Prosecutor General are among the fundamental pillars of Azerbaijani statehood” — clearly demonstrate the high level of attention and importance accorded to the prosecutorial authorities.
&Under the leadership of the worthy successor to the National Leader and the great architect of our historic victory, President of the Republic of Azerbaijan Ilham Aliyev, the fight against crime, corruption, and other negative phenomena has been elevated to a new level; the effectiveness of the prosecutorial authorities has been enhanced, their material and technical resources have been improved, and targeted measures have been taken to ensure comprehensive state support for prosecutorial employees. As a result, large-scale changes have been implemented within the prosecutorial system, and more dynamic reforms have been carried out in accordance with modern values, international standards, and the principles of an open society.
&In accordance with the successfully implemented state youth policy in our country, recruitment to the prosecutorial authorities through a competitive selection process has created broad opportunities to staff these bodies with young specialists possessing comprehensive knowledge and high moral qualities.
Since 2002, within the framework of cooperation with the State Examination Center, more than 27 competitions have been conducted in a fully open and transparent manner, with the participation of state bodies, civil society institutions, international organizations, and media representatives, in accordance with the requirements of the Regulations “On the Rules for Conducting a Competition with Candidates for Admission to Service in the Prosecutor’s Office,” approved by Presidential Decree on 19 June 2001

One of the main priorities is to strengthen the theoretical knowledge and professional training of prosecutors in line with developments in legal science and the application of European legal practice. The development of prosecutors’ potential for career advancement, the preservation of healthy continuity between different generations of prosecutors, and the implementation of a personnel policy based on fairness and transparency are founded on existing requirements and best international practices.
Consistent reforms aimed at strengthening human resources and improving management focus on fostering innovative thinking among young prosecutors, equipping them with broad and competitive knowledge, ensuring their effective use of advanced technologies and the information environment, encouraging creativity, and supporting the development of their innovative potential.
The efforts undertaken, the favorable working conditions established, and the awareness-raising measures implemented by the Prosecutor General’s Office have generated significant interest among young legal professionals, as well as students studying abroad, in the work of prosecutorial authorities and have encouraged aspirations to serve in the Prosecutor’s Office.

It should be noted that the participation of persons who have received legal education at higher education institutions of foreign states in competitions for recruitment to the Prosecutor’s Office is possible only after they obtain a certificate recognizing their higher education qualification in the Republic of Azerbaijan, in accordance with the Rules “On the Recognition of Qualifications of Higher Education of Foreign States,” approved by Decree No. 2306 of the President of the Republic of Azerbaijan dated 18 August 2023.
At present, many individuals who have studied at higher education institutions in various foreign states are successfully serving within the prosecutorial authorities. Some of them may be cited as examples.
Shahin Durhasan oglu Imanov, who graduated in 2001 from the Moscow State Social University of the Russian Federation with a degree in Law, was recruited to the prosecutorial authorities in 2011. He served as Assistant and Senior Assistant to the Prosecutor of Yasamal District of the city of Baku; from 2016, as a prosecutor in the Department for Supervision over Investigation within the Prosecutor’s Office of the city of Baku; from 2020, as Prosecutor of Khojaly District; and in 2022, he was appointed Prosecutor of Dashkasan District.
Shahriyar Akbar oglu Zeynalov, who completed a Bachelor’s degree in Law in 2003 at Istanbul University of the Republic of Türkiye and a Master’s degree in State Law in 2009 at Nakhchivan State University, was recruited to the prosecutorial authorities in 2008. He served as Assistant to the Prosecutor of the city of Ganja, as well as investigator and senior investigator of the prosecutor’s office of that city; from 2015, he served as an investigator for particularly important cases in the Investigation Department of the Main Directorate for Combating Corruption under the Prosecutor General; and since 2020, he has been serving as a prosecutor in the Department for Supervision over Investigation within the Prosecutor’s Office of the city of Baku.
Elnur Akif oglu Humbatov, who completed a Bachelor’s degree in Law in 2009 at Saint Petersburg State University of the Russian Federation and a Master’s degree in Civil and Commercial Law at the same university in 2011, was recruited to the prosecutorial authorities in 2017. He served as a prosecutor in the Organizational and Information Support Department of the Main Directorate for Combating Corruption under the Prosecutor General; from 2021, as a Senior Prosecutor of the said Main Directorate; and in 2023, he was appointed Deputy Head of the Department for Organization and Control over Execution of the Prosecutor General’s Office.
Emil Abulfat oglu Mehdiyev, who graduated in 2016 from the National University “Odesa Law Academy” of Ukraine with a degree in Law, was recruited to the prosecutorial authorities in 2021 and currently serves as an investigator at the Prosecutor’s Office of Narimanov District of the city of Baku.
Khalil Aziz oglu Seyidov, who graduated in 2020 from the University of Essex (United Kingdom) with a degree in Law, was recruited to the prosecutorial authorities in 2023. He served as an investigator at the Prosecutor’s Office of Shabran District and, since 2025, has been serving as Assistant to the Prosecutor of Surakhani District of the city of Baku.
