Aliyev Kamran Bayram

Prosecutor General of the Republic of Azerbaijan

Kamran Aliyev was born on November 18, 1965 in Balakan city. In 1987 he graduated with honors from the Faculty of Law of Irkutsk State University (Russia) and was appointed as an intern to the position of investigator of the Chita Transport Prosecution Office of the Trans-Baikal Transport Prosecution Office of the Russian Federation. Later K. Aliyev worked as a senior investigator of this prosecution office and in the Trans-Baikal Transport Prosecution Office. In 1990-1993, he studied at the full-time department of the Scientific Research Institute of the USSR Prosecutor General's Office, at the same time worked as a research fellow. In 1993 he defended his thesis and received PhD in Law. Later Kamran Aliyev entered the prosecution office of the Republic of Azerbaijan. He worked in positions of prosecutor of the Personnel Department, Head of the Scientific and Educational Center, investigator and senior investigator of the Investigation Department and the Investigation Department for Grave Crimes of the Prosecutor General's Office, assistant and senior assistant to the Prosecutor General, director of the Department for Public Prosecutions Defense of the Prosecutor General's Office. On 06.08.2007, he was appointed Director of the Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan. By the order of the President of the Republic of Azerbaijan dated 05.08.2014, K.Aliyev was appointed Deputy Prosecutor General of the Republic of Azerbaijan - Director of the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan. K.Aliyev has a PhD in Law. Fluent in English and Russian. State Counselor of Justice, II degree. By the order of the President of the Republic of Azerbaijan dated September 27, 2008, he was awarded the "Flag of Azerbaijan" order. By the order of the President of the Republic of Azerbaijan dated September 28, 2018, he was awarded the Order of Merit for the Motherland, 2nd degree. K.Aliyev is Vice-President of the International Association of Prosecutors, a member of the Azerbaijani delegation to the Group of States against Corruption (GRECO) of the Council of Europe. In addition, he is the National Coordinator for the implementation of the Istanbul Anti-Corruption Network Action Plan in Eastern Europe and Central Asia of the Organization for Economic Cooperation and Development (OECD). By the order of the President of the Republic of Azerbaijan dated May 1, 2020, he was appointed Prosecutor General of the Republic of Azerbaijan. By the order of the President of the Republic of Azerbaijan dated November 23, 2021, he was awarded the highest special rank of State Counselor of Justice of the 1st degree. He is married and has two children.

Mammadov Elchin Mammadbagir

First Deputy Prosecutor General

Elchin Mammadov was born on June 6, 1971 in Baku city. After graduating from the Law Faculty of Baku State University in 1993, he was appointed to the prosecution office of the Republic of Azerbaijan. He worked as a prosecutor in the Department for Supervision over Law Enforcement in Internal Affairs Bodies of the Transport Prosecution Office of Azerbaijan and was appointed as an intern to the position of prosecutor in the Investigation Department of that Prosecution Office. Since 1994, he worked as a prosecutor of the Investigation Division of the Department for Supervision over Law Enforcement in Internal Affairs Bodies of the Transport Prosecution Office of Azerbaijan, and since 1995 - a senior investigator of the Transport Prosecution Office of Azerbaijan. Since 2000, he worked as a prosecutor in the Criminalistics Division of the Department for Investigation of Especially Grave Crimes of the Prosecutor General's Office, and since 2002 as an investigator for especially important cases. Since 2005, he worked as a senior investigator for important cases of the Investigation Department of the Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan, and since 2012 he worked as a Deputy Prosecutor of Ganja city. From February 3, 2016 E.Mammadov was the Prosecutor of Lankaran District. State Counselor of Justice, 2nd degree. For his impeccable service in the prosecution office, he was repeatedly awarded the relevant orders of the Prosecutor General of the Republic of Azerbaijan. Also, by order No. 11/821-k of July 24, 2020, he was awarded the anniversary medal of the Coordination Council of Prosecutors General of the Member States of the Commonwealth of Independent States "25 years of the CIS CCPG". Member of the Collegium and Chairman of the Higher Attestation Commission of the Prosecutor General's Office of the Republic of Azerbaijan. Chairman of the editorial board of the "Investigative Practice" bulletin of the Prosecutor General's Office of the Republic of Azerbaijan. By the order of the President of the Republic of Azerbaijan dated May 21, 2020, he was appointed First Deputy Prosecutor General of the Republic of Azerbaijan. He is married and has two children.

Jamalov Elmar Heybat

Deputy Prosecutor General

Jamalov Elmar was born on December 16, 1969 in Baku. After graduating from the Law Faculty of the Military Institute of the USSR Ministry of Defense in 1992, he joined the prosecution office of the Republic of Azerbaijan. He worked as an investigator and chief investigator of the military prosecution office of the Lankaran garrison, and since 1993 - as a senior investigator of the Investigation Department of the Military Prosecution Office of the Republic of Azerbaijan. In 2000-2005 he served in the tax authorities of the Republic of Azerbaijan. Since 2005, joined the prosecution office by way of transfer. He worked as an investigator for important cases, senior investigator of the Investigation Department of the Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan. Since 2010, he held the positions of Deputy Director of the Department for Supervision over Law Enforcement in the Investigative, Inquiry and Operational-Search Activities of the Ministries of National Security, Emergency Situations and the State Border Service of the Prosecutor General's Office, since 2012 - Senior Assistant to the Prosecutor General, and since 2014 - Prosecutor of Sheki District. From November 6, 2019 he worked as the Prosecutor of Mingachevir city. State Counselor of Justice, 2nd degree. For impeccable service in the prosecution office, he was repeatedly awarded with the relevant orders of the Prosecutor General of the Republic of Azerbaijan. Also, by order No. 11/821-k of July 24, 2020, he was awarded the anniversary medal of the Coordination Council of Prosecutors General of the Member States of the Commonwealth of Independent States "25 years of the CIS CCPG". He is a member of the Collegium and the Higher Attestation Commission of the Prosecutor General's Office of the Republic of Azerbaijan. Chairman of the Disciplinary Commission and the Commission on Ethical Conduct of the Prosecutor General's Office of the Republic of Azerbaijan. By the order of the President of the Republic of Azerbaijan dated May 21, 2020, he was appointed Deputy Prosecutor General of the Republic of Azerbaijan. He is married and has four children.

Mammadov Heydar Vidadi

Deputy Prosecutor General

Heydar Mammadov was born on February 17, 1986 in Baku city. In 2006 he graduated from the Law Faculty of Baku State University. He has been serving in the prosecution office since 2008. He worked as an investigator in the Nasimi district Prosecution Office, and later in the Nizami district Prosecution Office, Baku. In 2012-2014, he was prosecutor and senior prosecutor in the Preventive Measures and Inquiry Department of the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan. Since 2017, he was Director of the Department for Organizational and Information Support of the Anti-Corruption General Directorate, and since 2019 - Director of the Preventive Measures and Inquiry Department of the General Directorate. On February 17, 2020, he was appointed Deputy Director of the Anti-Corruption General Directorate with the Prosecutor General. By the Presidential Order dated September 28, 2018, he was awarded the medal "For excellence in public service." For impeccable service in the prosecution office, he was repeatedly awarded with the relevant orders of the Prosecutor General of the Republic of Azerbaijan. By Order No. 11/821-k of July 24, 2020, he was awarded the anniversary medal of the Coordination Council of Prosecutors General of the Member States of the Commonwealth of Independent States "25 years of the CIS CCPG". State Counselor of Justice, 2nd degree. H.Mammadov is member of the Collegium and the Higher Attestation Commission of the Prosecutor General's Office of the Republic of Azerbaijan. He is the chairman of the Competition Commission and the chairman of the Labor Commission of the Prosecutor General's Office of the Republic of Azerbaijan; Chairman of the editorial board of the bulletin "Experience of public prosecution defense" of the Prosecutor General’s Office of the Republic of Azerbaijan, and the Chief Editor of the scientific-practical journal "Prosecution Office of Azerbaijan". By the order of the President of the Republic of Azerbaijan dated June 12, 2020, he was appointed Deputy Prosecutor General of the Republic of Azerbaijan. He is married and has two children.

Rajabov Nazim Hafiz

Deputy Prosecutor General of the Republic of Azerbaijan - Director of the Antı-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan

Nazim Rajabov was born on December 20, 1964 in Baku. After graduating with honors from Karaganda State University in 1989, he joined the prosecution office of the Republic of Kazakhstan. He worked as an investigator in the Kirovskiy district Prosecution Office in Karaganda and as an investigator for especially important cases in the Temirtau city Prosecution Office. In 1991, he entered prosecution bodies of the Republic of Azerbaijan by the way of transfer, worked as a prosecutor-criminalist and a senior investigator of the Transport Prosecution Office of Azerbaijan. Since 1993, he worked as a prosecutor of the Division for Work with Legislation of the Department of Legal Support of the Prosecutor General's Office, prosecutor and senior prosecutor-methodologist of the Department of Legal Support of the Prosecutor General's Office. Since 1995, he worked as a prosecutor in the Department for Supervision over Law Enforcement in Transport bodies of the Prosecutor General's Office, as a prosecutor and senior prosecutor in the Personnel Department of the Prosecutor General's Office, and since 2001 as a prosecutor in the Department for Public Prosecutions Defense of the Prosecutor General's Office. In 2005, he was transferred to the Department for Work with Law Enforcement Agencies of the Executive Office of the President of the Republic of Azerbaijan, where worked as a consultant and senior consultant. On January 29, 2015, he was transferred to the prosecution office and appointed Director of the Personnel Department of the Prosecutor General's Office. State Counselor of Justice, 2nd degree. By the order of the President of the Republic of Azerbaijan No. 514 dated September 28, 2018, Nazim Rajabov was awarded the Order of Merit to the Fatherland, 3rd degree. By order of the Prosecutor General of the Republic of Azerbaijan No. 11/685-k dated 20.12.2019, he was awarded the jubilee medal of the Republic of Azerbaijan "100th anniversary of the Prosecution Office of Azerbaijan (1918-2018)", and by order No. 11/821-k dated 24.07.2020 the anniversary medal of the Coordination Council of Prosecutors General of the Member States of the Commonwealth of Independent States "25 years of the CIS CCPG". For impeccable service in the prosecution office, he was repeatedly awarded with the relevant orders of the Prosecutor General of the Republic of Azerbaijan. Member of the Collegium and the Higher Attestation Commission of the Prosecutor General's Office of the Republic of Azerbaijan. By the order of the President of the Republic of Azerbaijan dated May 21, 2020, N. Rajabov was appointed Deputy Prosecutor General of the Republic of Azerbaijan - Director of the Anti-Corruption General Directorate. He is married and has one child.

Valiyev Khanlar Rustam

Military Prosecutor of the Republic of Azerbaijan, Deputy Prosecutor General of the Republic of Azerbaijan.

Valiyev Khanlar was born on March 15, 1955 in Yevlakh city. After graduating from the Law Faculty of Baku State University in 1978, he was recruited to the prosecution office. In 1985-1993 he worked as a senior investigator and assistant to the prosecutor of the Ganja city Prosecution Office, and as a Deputy Prosecutor of Gazakh and Shamkir districts. In 1993-2000 he was the Deputy Prosecutor General of the Republic of Azerbaijan. On February 10, 2005, he was appointed Deputy Prosecutor General - Military Prosecutor of the Republic of Azerbaijan. Kh.Valiyev is a member of the Collegium of the Prosecutor General's Office of the Republic of Azerbaijan. Lieutenant General of Justice, PhD in Law. By decrees of the President of the Republic of Azerbaijan dated September 27, 2008 and September 28, 2018, Kh.Valiyev was awarded the “Order of the Flag of Azerbaijan” and the “Order of Merit to the Fatherland, 2nd degree”. By the decree of June 22, 2006 he was awarded with the Medal "For Military Merit" and other medals. By order of March 18, 2015 he was granted the honorary title "Honored Lawyer of the Republic of Azerbaijan". By order of the Prosecutor General of the Republic of Azerbaijan No. 11/138-k of 13.03.2020, he was rewarded with the jubilee medal of the Republic of Azerbaijan "100th anniversary of the Prosecution Office of Azerbaijan (1918-2018)", and by order No.11/821-k of 24.07.2020 – with the anniversary medal of the Coordination Council of Prosecutors General of the Member States of the Commonwealth of Independent States "25 years of the CIS CCPG". He is married and has three children.
