One of the important results of reforms in the field of personnel work in the prosecutor's office is the introduction of competitive admission as the most civilized and democratic way of staffing the prosecutor's office on the basis of transparent procedures in accordance with the state youth policy successfully implemented in our country. The approval of the Regulations "On the Rules for Conducting Competitions with Candidates for Employment in the Prosecution Office" by the decree of the national leader Heydar Aliyev of June 19, 2001 was the beginning and legal basis of the steps taken in this direction. Competitive recruitment, held in connection with the implementation of the Regulations, created ample opportunities for the formation of the staff of the prosecution office at the expense of young specialists with versatile knowledge and high moral qualities, distinguished by loyalty to the ideas of statehood, and also became an effective tool in fulfilling the instructions of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev on the comprehensive use of youth labor in all spheres of life.
According to the regulations, qualification exams (tests and written examination) and interviews are conducted in a transparent manner in accordance with international requirements in order to determine the suitability of each candidate for work in the prosecutor's office in accordance with their level of knowledge, general outlook and other personal qualities.
The competition was watched by representatives of the Civil Service Management Council of the Republic of Azerbaijan, the Judicial-Legal Council of the Republic of Azerbaijan, the UN, the Council of Europe, the American Bar Association, the German Society for International Cooperation, the National NGO Forum, the embassies of the USA, the United Kingdom of Great Britain and Northern Ireland, the Federal Republic of Germany and the Italian Republic in Azerbaijan, as well as other governmental, international and non-governmental organizations and the media.
Since 2002, together with the State Examination Center (State Commission for the Admission of Students), in full openness and on the basis of transparent procedures, with the participation of representatives of state structures, civil society institutions and international organizations, as well as the media, the Prosecutor General's Office of the Republic of Azerbaijan was held 12 (2002, 2004, 2006, 2007, 2009, 2011, 2012, 2013, 2014, 2016, 2017 and 2019) competitions, and 9 (2003, 2005, 2007, 2009, 2012, 2014, 2015) in the Prosecution Office of the Nakhchivan Autonomous Republic , 2017, 2019) competitions (21 in total). As part of these competitions, out of 5,630 candidates who applied to the prosecution office for employment, 911 candidates were admitted to the prosecutor's office.
As a result of the youth policy laid down by the national leader of our people Heydar Aliyev and successfully developed at a new stage by President Ilham Aliyev, the number of young prosecutors admitted on a competitive basis has significantly increased and now amounts to 70%, while before the approval of the Regulations, the number of employees in under 30 years of age in the prosecutor's office accounted for 3% of the total number of prosecutors.
On a positive note, as a result of competitions held on the basis of completely transparent and fair procedures, employees hired by the prosecutor's office effectively work in various structural divisions of the prosecution office, more than half of them were transferred to higher positions, including 75 people who were promoted for leadership positions.
On May 1, 2020, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, during a meeting with the newly appointed Prosecutor General of the Republic of Azerbaijan, Mr. Kamran Aliyev, identified a number of important tasks aimed at deepening reforms and improving the activities of the prosecution office. To fulfill the tasks arising from these tasks, on May 12, 2020, the Prosecutor General's Office of the Republic of Azerbaijan held an extensive operational meeting in the format of video conferencing.
Speaking at the operational meeting, Prosecutor General of the Republic of Azerbaijan Kamran Aliyev said that in accordance with the political will of the President, full and comprehensive reforms are being carried out in the country, progressive comprehensive measures are being taken in all spheres of public administration.
The meeting noted the need to organize the process of qualitative renewal of the judicial system, which is one of the main directions of these reforms, in accordance with the requirements of reforms, including the Prosecution Office of Azerbaijan, as well as organizing the activities of the Prosecution Office in accordance with the requirements of the new era.
Touching upon the upcoming important tasks, the need for a number of structural changes and personnel reforms in the prosecutor's office was emphasized. Improving the efficiency of measures taken in the main areas of activity defined by the Law of the Republic of Azerbaijan "On the Prosecution Office", a radical turn towards the fulfillment of the tasks assigned to the Prosecution Office, eliminating practices and regulations leading to an unreasonable increase in the workload, bureaucracy and unnecessary paperwork, achieving efficiency and the effectiveness of current activities due to the wider use of information and communication technologies are identified as key requirements that, as a result of the ongoing reforms, will ultimately lead to raising the work of the prosecution office to a qualitatively new level and ensure more flexible fulfillment of the duties assigned to the prosecution office.
To ensure the timely and high-quality fulfillment of the tasks set by the President of the Republic of Azerbaijan Ilham Aliyev to the prosecutor's office, urgent measures were taken under the direct leadership of the Prosecutor General Kamran Aliyev. In order to increase efficiency and form professional personnel that meet the requirements of the present, a new structure of the Prosecutor General's Office of the Republic of Azerbaijan was approved by the Order of the President of the Republic of Azerbaijan Ilham Aliyev dated June 10, 2020. The structure of the Prosecutor General's Office was completely reorganized, departments with more flexible, mobile and dynamic management were created, and the number of departments and departments was increased from 15 to 18.
At the same time, the structure of the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan was changed, the Department of Preventive Measures and Inquiry and the Department of Internal Security were abolished, and the Preventive Measures and Inquiry Department was created on their basis. A new structure of the Baku City Prosecution Office was approved by the order of the Prosecutor General Kamran Aliyev dated July 1, 2020. Some departments were abolished and on their basis the Department for Organizational and Executive Supervision and the Division for the organization of work with documents and appeals were created.
In order to ensure compliance with the structure of the Prosecutor General's Office, a new structure of the Military Prosecution Office of the Republic of Azerbaijan, the Prosecution Office of the Nakhchivan Autonomous Republic and the Military Prosecution Office of the Nakhchivan Autonomous Republic was approved, and appropriate appointments were made.
For the first time in the history of the Prosecution Office of the Republic of Azerbaijan in the period after May 2020, 1 young prosecutor, hired on a competitive basis, was appointed Deputy Prosecutor General of the Republic of Azerbaijan, 7 (including 2 women) were appointed to the positions of directors of departments (divisions) of the Prosecutor General's Office and of the Anti-Corruption General Directorate with the Prosecutor General, 21 (of whom 2 are women) - as an independent district (city) prosecutor, as well as specialized military prosecutors.
In accordance with the state youth policy carried out in the country, personnel reforms are being carried out in the Prosecution Office of the Republic of Azerbaijan.
