Taking into account the high degree of public danger of crimes related to corruption, as well as in order to fulfill the obligation of the participating countries to ensure the availability of specialized bodies for the fight against corruption in accordance with Article 36 of the UN Convention Against Corruption of 2004, to which our country is a party, by the Order of the President of the Azerbaijan Republic "On the Application of the Law of the Azerbaijan Republic on the Fight against Corruption" dated March 3, 2004, the Anti-Corruption Department was established with the Prosecutor General of the Republic of Azerbaijan.
Decree of the President of the Republic of Azerbaijan No. 138 dated October 28, 2004 approved the Regulation of the Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan and the total number of employees of the Prosecution Office.
In 2011, changes were made in the structure of the Anti-Corruption General Directorate with the Prosecutor General, since the country's dynamic socio-economic development led to the creation of a new, more flexible system.
In addition, in the process of improving the Anti-Corruption General Directorate, the implementation of the Twinning project within the framework of the Eastern Partnership of the European Union played an important role, and the anti-corruption legislation of Great Britain, Austria, Spain, Lithuania, Latvia, Estonia and other countries was studied.
On the basis of the Decree of the President of the Republic of Azerbaijan dated March 11, 2011, the total number of employees of the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan was increased by 60 staff units and brought to 100 people, and the number of technical workers was significantly changed and brought to 45 staff units.
On March 18, 2011, the Milli Majlis of the Republic of Azerbaijan amended the laws "On Operational-Investigative Activities" and "On the Prosecution Office", and for the first time in the history of the CIS and the Prosecution Office of Azerbaijan, the General with the Prosecutor General of the Republic of Azerbaijan was empowered to implement search activity.
By the decree of the President of the Republic of Azerbaijan dated April 8, 2011, the Cabinet of Ministers was given appropriate instructions to ensure access (in real time) of the Anti-Corruption General Directorate with the Prosecutor General to electronic information resources at the disposal of state bodies.
The above-mentioned Decree of the Head of State and the Decree of May 10, 2011 amended the Regulation of the General Directorate. In order to conduct an initial check on information received in connection with corruption offenses, as well as to check the activities of individuals or legal entities during the investigation of corruption-related crimes using persons with special knowledge, the General Directorate was empowered to create a Group of Specialists.
Also, by order of the Prosecutor General of the Republic of Azerbaijan No. 10/112 of December 16, 2011, the "Regulations of the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan" were approved.
By the Decree of the President of the Republic of Azerbaijan dated February 14, 2014 "On Amendments to the Laws of the Republic of Azerbaijan "On the Prosecution Office" and "On Service in the Prosecution bodies"" and by the Order of the President of the Republic of Azerbaijan dated March 17, 2014 "On the Application of these Laws" Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan was renamed into the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan. With the inclusion of the Prosecution Office in the system, the status of the General Directorate was increased and its powers were expanded.
By the Decree of the President of the Republic of Azerbaijan dated July 24, 2014, amendments were made to the Decree of the President of the Republic of Azerbaijan No. 138 dated October 28, 2004 "On approval of the Regulation of the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan and the total number of employees of the Prosecution Office", after which the staff the number of employees in the General Directorate increased from 100 to 140.
On January 9, 2015, a new structure, new Regulation, Regulations of departments and divisions of the General Directorate were approved.
