Arayik Harutyunyan has been charged with criminal responsibility

  The Office of the Prosecutor General and the State Security Service of the Republic of Azerbaijan have initiated comprehensive measures regarding the investigation of crimes against peace and humanity, war crimes, terrorism and other crimes committed by illegal Armenian armed formations that operated in the Karabakh region of the Republic of Azerbaijan. 
  During the investigations, substantial suspicions have arisen that Harutyunyan Arayik Vladimiri, born in 1973 in Khankandi, Azerbaijan, had participated in waging of the aggressive war in the Republic of Azerbaijan, recruited, trained and financed mercenaries, organized their use in military conflicts and military operations, breached norms of international humanitarian law, issued criminal orders during armed conflicts under various titles, including the fictitious "President of the Nagorno-Karabakh Republic". 
  Furthermore, substantial suspicions have arisen that Arayik Harutyunyan had organized formation and activity of illegal armed groups not recognized by the legislation of the Republic of Azerbaijan, equipped these groups with weapons, their component parts, combat equipment, explosives, military equipment and supplies, organized trainings on the use of these items, as well as smuggled them into our country and financed terrorism.
  As a result of investigative and operational measures, substantial suspicions have arisen that Arayik Harutyunyan had committed such crimes as continuous mining of the territories of the Republic of Azerbaijan in order to commit terrorist acts, organization of terrorist attacks by launching ballistic and other missiles aimed at densely populated and located far from front zone residential areas and civil objects of Ganja city and Barda district, resulting in death and various degrees of bodily injuries to numerous civilians, damage to civil and military infrastructure with severe consequences and numerous other crimes.
  Arayik Harutyunyan was charged as an accused individual on October 28, 2020, in accordance with the relevant articles of the Criminal Code of the Republic of Azerbaijan. A pre-trial detention measure was selected based on a court decision with international search being initiated for him.
On October 3 of the current year, Arayik Harutyunyan was detained in Khankandi city by the State Security Service, and he has been charged with Articles 100, 116, 117, 120, 214, 214-1, 214-3, 218, 279, and other articles of the Criminal Code.
  Currently, the Office of the Prosecutor General and the State Security Service are continuing necessary and urgent investigative and operational measures.
