Statement on behalf of the Prosecutor General's Office of the Republic of Azerbaijan

27.10.2022

We state that the Armed Forces of the Republic of Armenia in gross violation of the norms and principles of international law, the Geneva Conventions of 1949 and the Additional Protocols thereto, and the requirements of the humanitarian ceasefire regime achieved during the 44-day Patriotic War that started on September 27, 2020, to avenge heavy losses suffered on the battlefield targeted the civil infrastructure facilities in the cities and districts remote from the conflict zone and the frontline zone of Azerbaijan, in particular residential buildings, hospitals, medical centers, school buildings, kindergartens, administrative buildings of state institutions, agricultural fields. The Armenian Armed Forces committed crimes against the peace and humanity, as well as war crimes by firing from various types of weapons, ballistic missiles, as well as prohibited artillery weapons. Civilians who had nothing to do with the war were brutally killed. Large-scale damage was inflicted on the civilian population, state property, including infrastructure facilities, as well as business entities.
Thus, on October 5, 2020, the Armenian armed forces launched the first missile attack on Barda city, located outside the combat zone. As a result, 2 civilians, including 1 woman and 1 man, were deliberately killed, and 7 civilians, including 2 women and 5 men, were injured.
On October 8, 2020, Barda city was hit for the second time by a rocket attack, 8 (male) civilians received injuries of varying degrees of severity as a result.
On October 27, 2020, a rocket attack on Garayusifli village, Barda district resulted in killing 5 civilians, including 3 women, 1 man and 1 child, and injuring 14 civilians, including 7 women and 7 children.
So, a result of the bombardment of Barda district on the indicated dates, 7 civilians, including 4 women, 2 men and 1 child, were deliberately killed; 29 civilians, including 9 women, 13 men and 7 children, were injured. Major damage was caused to civilian infrastructure, vehicles, residential buildings and other facilities.
According to the instructions of the military-political leadership of Armenia, the purpose of attacking densely populated parts, including areas of compact residence of civilians, was to kill as many people as possible.
The Prosecutor General's Office of the Republic of Azerbaijan calls on international organizations and the world community as a whole to take legal responsibility measures provided for by international law against Armenia and its military-political leadership, who have committed crimes against peace and humanity, as well as war crimes that resulted in the killing of the civilian population of Azerbaijan.
We strongly condemn crimes against peace and humanity, and commemorate all victims in deep sorrow!
