The Department for Non-Criminal Prosecution is an independent structural unit of the Prosecutor General’s Office of the Republic of Azerbaijan. 

The main responsibilities and functions of the department: to ensure the participation of the prosecution office in proceedings on civil and commercial disputes, on administrative offenses, enforcement of sentences or other final decisions of the court, recognition of sentences or other final decisions of foreign courts, as well as to ensure the participation of the prosecution office in non-criminal prosecutions; to coordinate the activities of the prosecution office in the field of protecting the interests of minors, ensuring ecological safety and environmental protection by legal means; to coordinate the activities of the prosecution office in non-criminal cases, monitor the implementation of laws in the activities of district (city) prosecution offices in proceedings on cases of administrative offenses, participate in coordinating decisions of the relevant authorities when applying amnesty, as well as in court sessions on the application of amnesty on the basis of applications from these bodies, as well as in the preparation of opinions and certificates on appeals for clemency and rehabilitation; to submit claims to the courts of the Republic of Azerbaijan and foreign countries in order to compensate for harm caused by a crime by civil law means, providing special confiscation, recovery of property inside and outside the country; participate as a plaintiff, etc.
