Dear participants of the ceremony!
The book, to the presentation of which we have gathered, is of particular importance in the sense of a systematic study of the events taking place on February 27-29, 1988 in the city of Sumgait. As you know, the General Prosecutor's Office is currently investigating a criminal case related to the Sumgait events. Despite the long period that separates us from these events, the need to resume them remains. Although 27 years have passed since the mass riots in Sumgait, the Armenians are trying with all their might to mislead the world community and international organizations regarding the essence of these events. They hide the real essence of the events committed in Sumgait, they strive with all their might to present the Azerbaijani people to the world as barbarians, bloodsuckers and criminals, conduct active propaganda in this direction, trying to create the appearance that genocide against Armenians was committed in Sumgait. In addition, the study of criminal cases that were initiated by the prosecutor's office of the city of Sumgait on the indicated events immediately after their start, that is, on February 27, and on March 1, were already taken into consideration by the investigative group of the USSR Prosecutor General's Office, showed that the investigation group conducted the investigation selective , in bad faith, not comprehensively, trying to hide the main reasons that caused the riots, and the main culprits in their organization, the investigation was carried out slipshod, the main instigators of the riots were left out of justice, they were not identified and prosecuted, the reasons were not investigated categorically and the circumstances of the crime. The investigation of criminal cases on the Sumgait events was resumed in order to reveal the Armenian lie, the true essence of these events, to establish, as far as possible, all persons involved in this crime, in particular, their organizers, despite the complexity of the task. For this purpose, first of all, by order of the Prosecutor General, Mr. Zakir Garalov, a commission of experienced prosecutors was created to study criminal cases that were investigated by the investigative group of the USSR Prosecutor General's Office and the proceedings on them were suspended. After examining these cases, the commission recommended that they resume their proceedings and re-investigate them. By the decision of the Prosecutor General of March 19, 2010, the proceedings in 5 criminal cases were resumed and combined in one proceeding, the investigation on it was studied by the investigative-operational group under my leadership, consisting of experienced employees of the Prosecutor General's Office, the Ministry of National Security and the Ministry of Internal Affairs. True, the investigative-operational group, which involved 231 investigators and the same number of operatives in the USSR Prosecutor General's Office from different republics and law enforcement agencies of the former USSR, collected and investigated a huge amount of materials about the Sumgait events, and as a result, many were brought to justice. persons. However, from the very beginning of the investigation on these events, a dogmatic version was put forward that the Armenians are victims here, and the Azerbaijanis are guilty, which became the reason for the one-sided and rather hostile investigation, which served a certain political order. As a result of the investigation carried out by an operational group of 231 employees under the leadership of the investigator for especially important cases under the USSR Prosecutor General V. Galkin, in which 43 law enforcement officers of Azerbaijan were involved, it was established that 32 people were killed during the events (26 of of them were Armenians, 6 were Azerbaijanis), 1 went missing, 163 people went to medical institutions about their injuries, 53 of them were Armenians, 75 were Azerbaijanis, 35 were representatives of other nationalities. During the riots, 193 apartments were robbed, 54 trade, household, printing facilities, 21 private, 20 state vehicles were deliberately burned, destroyed or partially damaged. As a result of the living space, the municipal economy and other objects, damage in the amount of 6,996,000 rubles was caused. All this was established as a result of an investigation carried out by an investigative group of the USSR Prosecutor General's Office. Thus, no investigation was carried out with regard to the persons of Armenian ethnicity detained during the riots in Sumgait, they were released immediately as the "injured" party, most of them were left out of responsibility. And the patrons of the accused in the case of Grigoryan Eduard Robertovich, an Armenian by nationality, a notorious criminal, who was previously convicted three times in 1979, 1981, 1982 and was in prison for 9 years 2 months in total, could not be saved from responsibility simply for that reason, was accidentally identified by the victims of the Armenian women Marina and Karina Mezhlumyan and their mother Rosa Mezhlumyan, raped during the riots. It was found out that if Armenians lived on the 1st, 2nd, 3rd and 4th floors of a residential building, the criminals did not commit a crime on the first and second floors, but broke into the Armenians' apartments on the third floor. Some apartments were vacated by the Armenians in advance, who then burned them down and demanded compensation. All this proves that the Armenians acted purposefully.
From a secret file called "Raider" stored in the archives of the MNS, it was established that on the eve of the Sumgait events, 47 extremists - nationalists of Armenian origin were under the control of the local KGB department, but the name of none of them is on the list in this case.
Thus, the present investigation fully proved that the majority of the victims killed during the Sumgait events of the Armenians were those who refused to voluntarily transfer funds to the "Krunk" society, which was operating in Nagorno-Karabakh at that time.
In order to ensure the conduct of a full, comprehensive and objective investigation, requests were sent to the Administration of the President of the Republic of Azerbaijan, the State Committee for Refugees and Internally Displaced Persons, to the Ministry of Internal Affairs, National Security, Culture, Tourism and Transport, to the Supreme Court, to the Confederation of Trade Unions, The Executive Power of the city of Sumgait, the Penitentiary Service of the Ministry of Justice, a number of mass media of the republic and the General Prosecutor's Office of the Russian Federation. Most of these requests have been answered.
It would be appropriate to emphasize that the fact of the murder of only 26 persons of Armenian nationality out of 18 thousand Armenians who lived for the indicated period indicates that thanks to the selfless protection of their neighbors - Armenians by Azerbaijanis, this figure did not become catastrophic.
So, when meeting in Moscow with V. Kalinichenko, who was a member of the investigative group of the USSR Prosecutor General's Office, worked as a senior investigator for especially important cases under the USSR Prosecutor General, he told us about the Azerbaijanis from Sumgait, who demonstrated an example of high humanism, completely refuting the created by the Armenians the image of “Azerbaijanis are bloodsuckers”, about how a simple Azerbaijani named “Semengul” selflessly defended her neighbors Armenians, despite the threat to her own life. And there were hundreds of such facts.
From the testimony of the law enforcement officers of the Republic of Azerbaijan, included in the investigation group of the USSR Prosecutor General's Office, it follows that they acted as part of the investigation group of the USSR Prosecutor General's Office, which was conducting the investigation of the Sumgait events, the head of the investigation group was the senior investigator for especially important cases of the USSR Prosecutor General's Office Galkin , the main investigative actions in the case were carried out by investigators invited from the General Prosecutor's Office of the USSR and various regions of the Russian Federation. As a result of the investigative actions carried out, they came to the conclusion that all these events were organized by the Armenians and the intelligence agencies of foreign states, the head of the investigation literally did not carry out any investigative actions to identify the organizers of the crime, was not interested in exposing them and therefore demanded to quickly complete the cases against the main perpetrators of the crimes and send them to court, tried with all their might to slow down the main investigative actions of investigators of Azerbaijani nationality. Deputy Prosecutor General of the USSR Katutsev, seconded to Baku, Sumgait also instructed to quickly summarize the investigation.
We questioned representatives of the party, Soviet and law enforcement agencies, as well as the media and the public of the city of Sumgait. From their testimony, one can come to the conclusion that the events were planned and implemented by the special services according to the insidious plan of the Soviet leadership, and no necessary measures were taken to prevent unrest at the level of the country's leadership. On the contrary, at the behest of the Kremlin, official Baku agreed that the events in Sumgait were allegedly committed by a group of hooligans, instead of investigating the political causes of these events, giving them a political assessment, it tried to look for the culprits among the then leaders of Sumgait, relieve them of their posts and expel them from the party.

As you know, in 2014, based on the materials of the investigation carried out by the USSR Prosecutor General's Office and by us at the present time, the book "Crime and Punishment" was published in Azerbaijani, Russian and English. The authors of this book are Ayruz and Ramazan Mammadov.
On February 28, 2014, with the participation of public and political figures, deputies, scholarly historians, prosecutors who were investigating the case, and representatives of the media, presentations of this book were held at the Presidium of the Academy of Sciences. In addition, on the basis of the instructions of the Ministry of Foreign Affairs of the Republic of Azerbaijan, translation of the book into Spanish and distribution through the embassies in various foreign countries, including Mexico, was provided. The book "Crime and Punishment", authored by Ayruz and Ramazan Mammadov, caused interesting discussions in the world press. So, in August 2014, an article by the famous journalist “Sumgait detective” Gintaras Visotskas was posted on the Lithuanian Internet portal “Slaptai it”. In this article, the author conducted a journalistic investigation into the Sumgait events and noted the great historical significance of this book.
