The text of the speech in connection with the Sumgait events by the First Deputy Prosecutor General of the Republic of Azerbaijan, Rustam Usubov, at the event on February 28, 2011, dedicated to the presentation of the website www.sumqait.com, at the Academy of Public Administration under the President of the Republic of Azerbaijan.
As you know from the information that appeared in the media, the General Prosecutor's Office is currently investigating a criminal case in connection with the well-known Sumgait events of February 27-29, 1988.
What was the need to re-investigate these events, despite the fact that a long time had passed?
For a start, in spite of the fact that 23 years have passed since the day of the riots that took place on February 27-29, 1988 in the city of Sumgait, Armenians still do not give up their attempts to deceive the world community, international organizations regarding the essence of these events. Hiding the true essence of the events in Sumgait, they are doing everything possible to present the Azerbaijani people to the world as a wild, bloodthirsty and criminal people, trying to present the Sumgait events as genocide and are actively engaged in propaganda in this direction. For this purpose, the General Prosecutor's Office of Armenia opened a special website on the Internet in connection with the Sumgait events and began to spread false information about these events.
In addition, the study of criminal cases initiated in connection with these events by the Sumgait City Prosecutor's Office immediately after the start of the events, that is, on February 27, and investigated after being taken into proceedings by the Investigative Group of the USSR Prosecutor's Office already on March 1, 1988, showed that the specified investigation group did not conduct a full, comprehensive and objective investigation of the case in connection with these events, the true essence of the events was not disclosed, it was actually hidden, not all the participants in the crimes were identified, the true organizers of the events, in general, remained outside responsibility, no measures were taken for them establishment and prosecution, the reasons and conditions for the commission of the crime were not categorically investigated.
It is what I have indicated that created the need for a re-investigation of the Sumgait events.
The main purpose of the current investigation is to expose the Armenian lies regarding the Sumgait events, to reveal the true essence of these events using the collected evidence, to identify as many participants as possible, mainly the organizers of the crime, no matter how difficult it may be.
For this purpose, at first, by order of the Prosecutor General, Zakir Garalov, a commission of experienced employees of the Prosecutor's Office was created to study criminal cases that were led by the investigative group of the USSR Prosecutor General's Office and the proceedings of which were suspended by it, which, having studied the cases, recommended to resume their proceedings and re-investigate.
By a decree of the Prosecutor General of March 19, 2010, the proceedings of 5 criminal cases were resumed and combined into one proceedings, the investigation was entrusted to an investigative-operational group under the leadership of the First Deputy Prosecutor General, Rustam Usubov, consisting of experienced employees of the Prosecutor General's Office, the Ministries of National Security and Internal Affairs.
That's right, in connection with the Sumgait events, the investigative-operational group of the Prosecutor's Office of the former USSR, which involved about 200 investigators and the same number of operatives from different republics and law enforcement agencies of the USSR, collected and investigated a fairly large amount of materials, and many people were brought to justice.
However, the dogmatic assumption put forward from the very beginning of the investigation that the victims in the events were allegedly Armenians, and the guilty were Azerbaijanis, was the reason for the one-sided and rather biased investigation, serving a certain political order.
Thus, no investigations were carried out in relation to the people with Armenian surnames detained during the riots in Sumgait, they were immediately released as "victims", and many of them were left out of responsibility.
And Grigoryan Eduard Robertovich, who was charged as a defendant in the case, his patrons could not leave out of responsibility, since he was identified by the victims Armenian girls Marina and Karina Mezhlumyan, who were sexually abused by him, their mother Rosa Mezhlumyan.
I say this based on the fact that, according to the current investigation and the archival information received, Armenian nationalist organizations and special services have tried very hard to release Eduard Grigoryan from responsibility.
It is no coincidence that shortly after Eduard Grigoryan was sentenced to a long term of imprisonment, for some merit, he was sent to serve his sentence in Armenia, where he was released.
And today the Armenians are spreading rumors that an active participant in the riots in Sumgait, Armenian Grigoryan Eduard Robertovich did not participate in these events, that false evidence was collected due to his Armenian origin, and in some cases that he was not an Armenian at all. his mother was Azerbaijani, and his nationality was indicated in his passport as Azerbaijani.

n the course of the ongoing investigation, women who lived in the city of Sumgait were questioned by ethnic Armenians, who in their testimony indicated that the Azerbaijanis had saved hundreds of Armenians during these events.
In addition, even at the time when the investigative group of the USSR Prosecutor General's Office was conducting an investigation, the investigators of the Armenian SSR Prosecutor's Office interrogated the Armenians who had moved from Sumgait to Armenia, and they also testified that the Azerbaijanis were saving them.
The Armenians, using this fact, that is, the "fact" about the alleged absence of people among Azerbaijanis who died during the events, continue to assert today that even one Azerbaijani was not killed during the Sumgait events.
Despite the allegations of the Armenians, during the investigation of these criminal cases, it was established that, when troops were brought into the city in connection with the Sumgait events, the Military Prosecutor's Office of the Baku garrison investigated a criminal case regarding the murder of 5 Azerbaijanis, the proceedings of which were groundlessly suspended. In the course of additional investigation, carried out by us on this criminal case, it was proved that the driver of the Baku bus depot No. 1, an Armenian by nationality, Valeriy Vaskanovich Markaryan, deliberately directed the bus, which he was driving in the city of Sumgait, at people moving on the street along the sidewalk, as a result, 4 Azerbaijanis were killed. The Russians, who were conducting the investigation, presented the incident in such a way that, allegedly, the victims themselves were to blame for the incident, allegedly they died, accidentally remaining under the tracks of armored vehicles controlled by the military. Until now, the relatives of the victims also assumed that the incident was committed by the military.
Currently, on this fact, investigative and operational activities are ongoing.
The current investigation also revealed that the majority of the affected Armenians from the city of Sumgait were those who refused to voluntarily donate material resources to the Krunk society operating in the Nagorno-Karabakh region.
In order to ensure a full, comprehensive and objective investigation, to the Presidential Administration, Cabinet of Ministers, State Committee for Refugees and Internally Displaced Persons, Ministry of Internal Affairs, National Security, Culture and Tourism, Transport, Supreme Court, Confederation of Trade Unions, Executive Power of Sumgait Inquiries were sent to the Penitentiary Service of the Ministry of Justice of the Republic of Azerbaijan, some mass media of the republic and the General Prosecutor's Office of the Russian Federation, most of which were answered.
It should also be noted that despite the fact that about 18 thousand Armenians lived in Sumgait at that time, the fact of the murder of only 26 Armenians was made possible thanks to the selfless protection and shelter of their Armenian neighbors by Azerbaijanis.
From the testimonies of law enforcement officers of the Republic of Azerbaijan, included in the investigation group of the USSR Prosecutor General's Office, it is clear that they acted as part of the investigative group of the USSR Prosecutor General's Office, which was investigating the Sumgait events, the head of the investigation group was a man with the surname Galkin, who was the chief investigator for especially important cases. Of the USSR Prosecutor General's Office, the main investigative actions in the case were carried out by investigators invited from the USSR Prosecutor General's Office and various regions of the Russian Federation, from the investigative actions carried out, they came to the conclusion that the Sumgait events were organized by Armenians and intelligence agencies of foreign states, the heads of the investigation group practically did not carried out investigative actions in the direction of identifying the customers and organizers of the crime, were not interested in exposing them and therefore demanded the prompt completion and referral of cases against the perpetrator to court her main crime, and tried to leave the investigators of Azerbaijani nationality aside from the execution of the main investigative actions.
We interrogated persons who at that time worked in the city of Sumgait in the party, Soviet and law enforcement agencies, as well as representatives of the media and the public. From the testimony given by them, it can be concluded that the events were developed, carried out and controlled by the insidious plans of the Soviet leadership and the special services; the necessary measures were not taken at the level of state leadership to prevent riots.
In the course of our investigation, from the numerous testimonies of residents who were born in Sumgait and lived there for a long time, it is clear that the persons in black raincoats who organized the riots were not from Sumgait, they sometimes spoke with each other in Armenian, spoke Azerbaijani and during the events carried out propaganda among the people against the Armenians, distributed to the crowd alcoholic drinks, potent tablets, money, pieces of iron, etc. and delivered in advance
