History Museum of the Prosecution Office of Azerbaijan
One of the important works done in the field of studying the historical past of the Prosecution Office of Azerbaijan, educating the young generation of our lawyers in the spirit of respect for the history of the Prosecution Office, transferring the positive activities of the Prosecution Office to current and future generations was the creation of the History Museum under the Prosecution Office of Azerbaijan.
Taking into account the opportunities created as a result of the overhaul of the building of the Prosecutor General's Office in accordance with international standards in recent years, the Museum was expanded and enriched in accordance with modern requirements. An order was signed "On the reorganization of the History Museum of the Prosecution Office" and a special working group was created to organize work in this direction.
After that, as a result of the targeted measures taken, the reorganization of the History Museum of the Prosecution Office of Azerbaijan was successfully completed, which meets the highest requirements.
After the opening ceremony of the bust of the national leader of our people, the founder of our independent statehood Heydar Aliyev, the reorganized Museum of the History of the Prosecutor's Office of Azerbaijan was opened in the General Prosecutor's Office on December 8, 2004.
The History Museum of the Prosecution Office of the Republic of Azerbaijan consists of 3 halls, a specially designed section where the uniform and insignia of prosecutors are exhibited, as well as a conference hall equipped with modern equipment.
The 1st hall of the museum is dedicated to the state activities of our national leader Heydar Aliyev in the period 1990-2003, to the achievements of the domestic and foreign policy of the President of the Republic of Azerbaijan Ilham Aliyev. This hall presents expositions dedicated to the activities of the national leader Heydar Aliyev as the chairman of the Supreme Assembly of the Autonomous Republic, who returned to his native Nakhchivan in 1990; dedicated to the adoption of our tricolor flag as a state symbol; the many-sided activities of the great leader as the chairman of the Milli Majlis and his great mission of salvation after his return to political power in the Republic of Azerbaijan on June 15, 1993 at the insistence of the people; preventing the events that took place in Ganja in 1993 and brought the country to the brink of civil war, separatist actions aimed at destroying the territorial integrity of our country, attempts to overthrow the government in October 1994 and March 1995; expositions dedicated to the work done by the national leader Heydar Aliyev in 1993 and 1998 as the President of the Republic of Azerbaijan, elected with the support of the absolute majority of the people and progressive reforms in all spheres of life; including expositions dedicated to the adoption of the first Constitution of independent Azerbaijan, the successful oil strategy and the signing of the "Contract of the Century", the implementation of privatization and land reform.
In the 2nd hall of the museum, various documents and exhibits are presented on the activities of the Prosecution Office of Azerbaijan during the period when the People's Republic and Azerbaijan were part of the USSR.
The creation of the first republic in the East in Azerbaijan was described as an important political event of that time. The history of the prosecution office of the independent Azerbaijan state began after the formation of the Azerbaijan Democratic Republic.
The expositions presented in the 1st part of the hall contain information on the restoration of the activities of the Prosecution Office at the Baku District Court by the resolution of the Council of Ministers of the Azerbaijan Democratic Republic of October 1, 1918, on the establishment of the Azerbaijan Judicial Chamber in Baku on November 18, 1918 after the approval of the "Provisions on the Judicial Chamber Azerbaijan ”, on the activities of the national prosecution bodies within this chamber, as well as on the first general prosecutors Khalil bey Khasmammadov, Fatalikhan Khoyskiy, Aslan bey Safikurdskiy, the former chairman of the commission on emergency situations Alakbar bey Khasmammadov and others.
This part of the hall also provides information on the organization of the prosecution office and investigative bodies of that time, a diagram reflecting the structure of these bodies, as well as an exposition on the activities of the parliament, government and other state institutions of the Azerbaijan People's Republic.
The second part of the hall is dedicated to the activities of the Azerbaijani Prosecution Office during the Soviet era. Here are photos and documents about the occupation of Azerbaijan by the 11th Red Army on April 28, 1920 and the fall of the People's Republic, about the establishment of Soviet power in Azerbaijan and the abolition of the prosecution office and investigative bodies by the resolution of the Revolutionary Committee of Azerbaijan dated May 12, 1920 "On the People's Court."
In this part of the hall, there are expositions dedicated to the creation of the Soviet Prosecution Office in the Azerbaijan SSR by the Decree of the CEC of Azerbaijan "On the State Prosecution Office of the Azerbaijan SSR" dated July 11, 1922, as well as the activities of the Prosecution Office in the 1920s-1950s.
The massive political repressions of Stalin's rule did not bypass the prosecution office. In 1937-1938, 21 prosecutors in Azerbaijan were unjustifiably convicted "as an enemy and a criminal element." Among them were the general prosecutors of the republic B. Valibeyov and A. Talibli, the deputy general prosecutor A. Babakhanov, the prosecutor of Shamakhi district A. Amirov and others. However, even during the years of severe repression, the overwhelming majority of prosecutors in Azerbaijan served the people, conscientiously fulfilling their duties.
During the Great Patriotic War, as in other state structures, the activities of the prosecutor's office were built in accordance with the military situation. Then the activities of the prosecutor's office of Azerbaijan were aimed at ensuring the implementation of laws on combating desertion, supplying military products, helping the front and strengthening the rear. During the war, 233 prosecutors were mobilized into the military army, including 70 prosecutors and 163 investigators.
In a separate corner of the hall, the activities of the prosecution office of Azerbaijan during the Great Patriotic War, a description of the prosecutor's office provided with the material and technical means of that time, legislative acts of the 40s of the last century and other exhibits are presented.
The concern of the Azerbaijani Prosecution Office at the state level is closely related to the election of the national leader Heydar Aliyev as the first secretary of the Central Committee of the Communist Party of Azerbaijan in 1969 and the coming to political power in our country. The attention and care shown by the national leader to the prosecution office of Azerbaijan at the state level is once again confirmed by expositions reflecting his participation and speech on the occasion of the 60th anniversary of the prosecutor's office. These exhibits include copies of Politburo decisions and other documents signed by the national leader awarding state decorations to prosecutors.
The expositions reflecting materials related to the tragedy of January 20, which left a bloody mark on the national liberation movement of the Azerbaijani people, are obvious evidence of a gross violation of international law and the commission of serious crimes against our people as a result of the invasion of Baku by troops on the night of January 19, 1990. Information and photographs related to the tragedy of January 20, as well as the speech of the national leader Heydar Aliyev at the Azerbaijani representation in Moscow in January 1990, are posted in this part of the hall.
The last section of the 2nd hall of the museum contains materials that give a correct understanding of the true causes and roots of the Nagorno-Karabakh conflict, which has been artificially inflated since the end of 1987, various documents, exhibits, photographs, as well as various literature on the grave consequences of the aggressive policy of the armed forces of Armenia against Azerbaijan, atrocities committed in the occupied lands. It also contains materials reflecting the plight of our compatriots, forcibly expelled from Nagorno-Karabakh and Armenia since 1988, and the events of that period.
In the 3rd hall of the museum there are expositions dedicated to the activities of the Prosecution Office of Azerbaijan during the years of independence.
The meeting of our national leader Heydar Aliyev with the leading officials of the prosecutor's office on April 26, 2000 and the keynote speech at this meeting marked the beginning of a very important new stage in the history of the prosecutor's office. Structural changes carried out in accordance with the recommendations of the national leader at this meeting, the formation of personnel, the creation of the necessary regulatory framework laid the foundation for the prosecutor's office to become a functional and flexible institution.
Of particular interest are the documents of the April 26, 2000 meeting, which initiated comprehensive reforms in the Azerbaijani prosecution, as well as information on reforms carried out with the support of the president, as well as expositions dedicated to various aspects of the activities of the Azerbaijani Prosecution Office, which was formed as a civil and democratic organization with a special place and status among government agencies.
The hall also presents legislative acts defining the status and place of the prosecutor's office in society, including the laws of the Republic of Azerbaijan "On the Prosecution Office", "On Service in the Prosecution bodies", "On the Official Emblem of the Prosecution Office", "On the Service Certificate of Prosecution Office Employees" and other normative legal acts.
In the hall are presented photographs and documents from the ceremony dedicated to the 80th anniversary of the Azerbaijani prosecution office, photographs and information about the speech of the great leader Heydar Aliyev, as well as from the event dedicated to the 90th anniversary of the Azerbaijani prosecution office, official documents signed by the President and other materials on awarding the employees of the prosecution office state awards and higher special titles.
On separate stands of the hall, there are expositions dedicated to the implementation of structural changes in the prosecution office, recruitment to the prosecution bodies on a competitive basis and the formation of a training center at the level of modern standards.
Comprehensive reforms carried out in the prosecution office were also characterized by the transition of its international legal relations to a new level. In this process, the integration of Azerbaijan into numerous international organizations and structures also had a significant impact on the strengthening of international legal relations of the prosecution office. The exposition on expanding international relations of the Prosecution Office provides information on some areas of the activities in this direction - on the implementation of cooperation, both at the level of the relevant structures of the CIS, and on a bilateral basis with law enforcement agencies of different EU countries, EU prosecutors and EU structures, with specialized organizations for the fight against crime and other offenses. At the same time, in other expositions presented here, materials on cooperation within the framework of the International Association of Prosecutors, which occupies a special place in international relations of the modern prosecution office of Azerbaijan, are of particular interest. The meeting of the Executive Committee of this prestigious organization, covering more than 80 countries of the world, in May 2001 in Baku, was an important event both in the life of the organization and in the life of our country, which is moving towards building a rule of law.
The expositions reflect the commitment of the Azerbaijani prosecutor's office to the state and its uncompromising stance on crime.
A logical continuation of the reforms carried out in the prosecution office since April 2000 was the creation of the Press Service of the prosecution office. All issues of the magazine "Prosecution Office of Azerbaijan" are placed in a special corner of the hall.
