Being an independent structural division, the Center is a department of the Prosecutor General's Office of the Republic of Azerbaijan. The center was established with the purpose of carrying out scientific-theoretical and practical studies, scientific and legal expertise of programs, projects, recommendations and other documents, legislative initiative of the Prosecutor's Office of the Republic of Azerbaijan to the Milli Majlis of the Republic of Azerbaijan (submit draft legislations and other matters for consideration by Milli Majlis of the Republic of Azerbaijan) and participation in the implementation of the rules for filing a request to the Constitutional Court with regard to matters provided for in parts III and IV of Article 130 of the Constitution of the Republic of Azerbaijan; organization of training to improve the skills, knowledge and professional skills of prosecutors, to ensure the needs of prosecution bodies concerning the latest developments in the field legal and technical assistance, theory and practice during the recruitment to the prosecutors and attestation of prosecutors, and using the results of research and training activities in the improvement of activities of prosecutors and investigators.
Legal status and activities of the Center, its structural divisions, and trainees is regulated by the Constitution of the Republic of Azerbaijan, international treaties to which the Republic of Azerbaijan is party, the Law "On Prosecutor's Office" and "On service in the prosecution" and other legislative acts of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan, orders and instructions of the Prosecutor General, Regulations of the Centre, the disciplinary rules for employees, trainees of the Center and for persons involved in the cooperation on a contract basis, the Ethical Code of employees of the Prosecutor’s Office of the Republic of Azerbaijan and other acts. The Center within its powers independently solves the issues arising from its Regulations.
Organization of the Centre’s work is carried out in accordance with the decisions, work plans and experience of the Colleague of the Prosecutor General's Office of the Republic of Azerbaijan. Scientific works and education plans of the Centre are approved by the Prosecutor General. Departments and laboratories of the Center organize its work in accordance with the work plan of the Centre. The Centre’s activity is managed by the Director. If the Director for some reason fails to fulfill his duties, his Deputy shall execute these duties. Director of the Center is appointed and dismissed from the post by the Prosecutor General.
In order to create conditions for the effective operation and development of the Center, a Scientific Board (hereinafter - the Board) - a permanent elective body of the Centre - is established under the guidance of the Director. The Board consists of the Center’s Director, the Deputy Director, senior prosecutors, and heads of chairs. They are appointed to membership of the Board by the Prosecutor General based on the recommendation of the Centre’s Director. At the same time, representatives of other structural divisions of the Prosecutor's Office, and scientists with great scientific reputation, can be elected to the Council by secret ballot (simple majority of votes). Members of the Board shall be approved by the Prosecutor General, and declared under the order of the Director of the Center.
The Center carries out the teaching process in the form of skills improvement, training programs for young professionals of prosecution bodies, as well as in the form of additional professional training. In accordance with the scientific work and educational-thematic plans, and instructions of the Prosecutor General, the Center conducts studies in the form of Temporary Programs, Selective subjects and Working Groups.
The Centre's activity on improvement of skills of employees of the prosecution bodies is aimed at updating and improvement of theoretical and practical knowledge of prosecutors and investigators. This is due to the need of raising skill requirements, and study modern methods and more effective ways of resolving the issues emerging during the implementation of professional activities. If necessary, training is carried out during the period of labour activity of the employee, but no less than once in 3 years in terms established by the Prosecutor General.
Director, Deputy Directors (under the instruction of the Prosecutor General) of departments and divisions of the Prosecutor General's Office, as well as senior prosecutors, senior prosecutors-methodologists, prosecutors, senior investigators and investigators on important matters, prosecutors-criminologists, chiefs of departments (divisions) of subordinate prosecutor’s offices, their deputies and other employees of the Prosecutor's Office, territorial and specialized prosecutors, their deputies, senior assistants, prosecutors-criminologists, assistants, senior investigators and investigators, as well as other officials are involved as trainees.
