Prosecutor General of the Republic of Azerbaijan

Garalov Zakir Bakir oghlu  

  

Zakir Garalov was born on January 13, 1956 in Dmanisi, Georgia. In 1979 graduated from the Law Faculty of the Baku State University and started career in prosecution authorities. Until 1981 he worked as an assistant prosecutor of Sabail district. In 1981-2000 Z.Garalov worked as a prosecutor and senior prosecutor of the General Supervision Department of the Prosecutor General’s Office, deputy prosecutor and prosecutor of Baku city Nasimi district, prosecutor and senior prosecutor of the Department for Supervision over the investigation in the National Security bodies and the Department of General Supervision, Sabunchu district prosecutor, and Ganja city prosecutor.

Since April 25, 2000 holds the position of the Prosecutor General of the Republic of Azerbaijan.

Zakir Garalov is in the supreme special rank of the I degree State Counsellor of Justice. He is a member of the International Association of Prosecutors, as well as the chairman of the Assembly of Parties of the International Anti-Corruption Academy for 2014/2015.

Under Orders of the President of the Republic of Azerbaijan dated December 26, 1995 and September 29, 2006 Z.Garalov was awarded the medal "For Courage" and the order "Flag of Azerbaijan". By the Order dated October 3, 2008 he was awarded the honorary title "Honorable Lawyer of the Republic of Azerbaijan".

First Deputy Prosecutor General the Republic of Azerbaijan

Usubov Rustam Sabir oghlu  


Usubov Rustam was born on October 4, 1954 in Ganja city. After graduating from the Law Faculty of the Tomsk State University in 1982, he worked in various positions in prosecution authorities of the Russian Federation.

Since 1985, he has been serving in prosecution authorities of the Republic of Azerbaijan. He worked as a senior investigator of Baku city prosecutor’s office, prosecutor of the Investigation Department of the Prosecutor's Office, investigator and senior investigator for special important cases, Head of the 1st investigation division of the Investigation Department of the Prosecutor's Office, Head of the Division for investigation of special grave crimes of the same department, Head of the Investigation Department of Baku city prosecutor's office, the prosecutor of Baku city Khatai district, the prosecutor-criminalist of the Investigation Department of the Military Prosecutor's Office, as well as the Head of Department for Supervision over the investigation in the prosecutor's office of the Prosecutor General's Office.

Since August 12, 2005 he holds the position of the First Deputy Prosecutor General of the Republic of Azerbaijan.

R.Usubov is in the supreme special rank of the II degree State Counsellor of Justice. He is a member of the International Association of Prosecutors, as well as the chairman of the Higher Attestation Commission of the Prosecutor General's Office.

Deputy Prosecutor General of the Republic of Azerbaijan

Askerov Namig Ali oghlu


Namig Askerov was born on December 18, 1954 in Baku. After leaving secondary school he served in the Soviet army. In 1976-1981 he studied at the Law Faculty of the Baku State University. After graduation, he worked in the prosecution authorities. He was an intern in the prosecutor’s office named after 26 Baku Commissars (Sabail district). Later N.Askerov was an intern on the position of Baku transport Assistant Prosecutor, investigator and assistant to Azerbaijani Transport prosecutor, prosecutor of the General Supervision Department of the Baku city Prosecutor's Office, prosecutor of the Department for Supervision over the implementation of laws in the social and economic spheres, prosecutor and senior prosecutor of the Department for Organization and Supervision of the Prosecutor General's Office.

Under the Order of the President of the Republic of Azerbaijan dated 20.04.2007, he was appointed Deputy Prosecutor General of the Republic of Azerbaijan.

He holds supreme special rank of the II degree State Counsellor of Justice.

N.Askerov is a member of the Collegium of the Prosecutor General's Office of the Republic of Azerbaijan, chairman of the Commission on competition in the Prosecutor General's Office of the Republic of Azerbaijan, chairman of the Commission for the resolution of issues of social protection and material support of prosecutors, chairman of the Commission determining work experience to grant additional payment for long-term service in the prosecution authorities, and chief editor of journal "The Prosecutor's Office of Azerbaijan".

Married, has two children.

 




Deputy Prosecutor General of the Republic of Azerbaijan - the Military Prosecutor of Republic of Azerbaijan

Valiyev Khanlar Rustam oghlu 

Valiyev Khanlar was born on March 15, 1955 in Yevlakh city. In 1978 he graduated from the Law Faculty of the Baku State University. After graduation he entered prosecution authorities. In 1985-1993 he worked as a senior investigator and assistant prosecutor in Ganja city Prosecutor's Office, Deputy Prosecutor of Gazakh and Shamkir regions. In 1993-2000 he was Deputy Prosecutor General of the Republic of Azerbaijan.

On February 10, 2005 he was appointed Deputy Prosecutor General - Military Prosecutor of the Republic of Azerbaijan.

Kh.Valiyev is in the high military rank of Lieutenant General of Justice and holds PhD degree.

By the Decree of the President of the Republic of Azerbaijan dated September 27, 2008 Kh.Valiyev was awarded the order "Flag of Azerbaijan". By the Decree dated June 22, 2006 he was awarded the medal "For military service", and other medals.

Married, has three children.

 

Deputy Prosecutor General of the Republic of Azerbaijan - Director of the Anti-Corruption General Directorate with the Prosecutor General of                                   the Republic of Azerbaijan

Aliyev Kamran Bayram oghlu

Kamran Aliyev was born on November 18, 1965 in Balakan region. In 1987 he graduated from the Law Faculty of the Irkutsk State University (Russian Federation) and was appointed to prosecution authorities. He was appointed as an intern on a position of investigator of Chita Transport Prosecutor's Office of Transbaikal Transport Prosecutor's Office of the Russian Federation. Later K. Aliyev worked as a senior investigator in this prosecutor's office and Transbaikal Transport Prosecutor's Office. In 1990-1993 he studied at the full-time department of the graduate school of Scientific-Research Institute of the Prosecutor General's Office of the former Soviet Union, and worked as a research fellow at the same time. In 1993 he defended his thesis and received the degree of Candidate of Legal Sciences.

Later, Kamran Aliyev entered prosecution authorities of the Republic of Azerbaijan. He worked in such positions as a prosecutor of the Personnel Department, Head of Science-Education center, investigator and senior investigator of the Investigation Department and the Department for Grave Crimes of Prosecutor General's Office, Assistant and Senior Assistant of the Prosecutor General, and Head of the Department for public prosecution of the Prosecutor General’s Office. On 06.08.2007 he was appointed the Director of the Anti-Corruption Directorate with the Prosecutor General of the Republic of Azerbaijan.

By the Order of the President of the Republic of Azerbaijan dated 05.08.2014, he was appointed Deputy Prosecutor General of the Republic of Azerbaijan - Director of the Anti-Corruption General Directorate with the Prosecutor General of the Republic of Azerbaijan.

He is in the supreme special rank of the State Counsellor of Justice of II degree. He holds PhD in legal sciences. He fluently speaks English and Russian.

Kamran Aliyev is a member of the Collegium of the Prosecutor General's Office of the Republic of Azerbaijan. He is also a member of the Executive Committee of the International Association of Prosecutors, member of the Azerbaijani delegation to the Group of States Against Corruption (GRECO) of the Council of Europe. In addition, he is the National Coordinator on the Istanbul Action Plan of Anti-Corruption Network in Eastern Europe and Central Asia of the Organization for Economic Cooperation and Development (OECD).

By the Order of the President of the Republic of Azerbaijan dated September 27, 2008 he was awarded the order "Flag of Azerbaijan".
